The RCM mark (Regulatory Compliance Mark) is a unified mark for the realization of electrical products. The mark is a trademark owned by regulatory agencies in Australia and New Zealand. It indicates that the product meets both safety and EMC requirements and is non-mandatory. After the product has obtained safety certification and electromagnetic compatibility registration, it can apply for the use of the RCM mark through the regulatory agency that issued the safety certification or "RCM Registrar" (Standards Australia). The Standards Mark is a product safety mark issued by QAS. This mark is not mandatory; the first letter of the certificate number indicates which state or region the certificate was issued by. The Australian Communications and Media Authority (ACMA) has integrated the three existing conformity marks (C-Tick, A-Tick and RCM) into a single regulatory conformity mark RCM. This means that the equipment must comply with all applicable ACMA technical standards-telecommunications, radio communications, electromagnetic compatibility and electromagnetic radiation standards, as well as related records (including testing) arrangements.
No factory inspection is required, and the certificate is valid for 5 years.
The new RCM label will be arranged from March 1, 2013. The new label will only apply to first-time suppliers --- suppliers who do not have a supplier code (SCN) issued by ACMA.
The transition period is 3 years: March 1, 2013-March 1, 2016. These suppliers that have been registered with ACMA have three years to register in the national database and start using RCM. They are allowed to affix C-Tick certification or A-Tick certification labels on the equipment until the end of the transition period.
Before the end of the transition period, devices that have been affixed with C-Tick certification or A-Tick certification in accordance with the previous regulations do not need to re-label. These devices allow to keep their current labels on the market.
After the transition period ends on March 1, 2016, all suppliers who need to put labels on equipment must register on the national database and use RCM.
